David, I do not agree that you must have a license only for the maximum number of concurrent users. In fact you must have a license for each potential other computer that can use the product. This is even true of Winframe itself, a 5 license package limits you to a total of 5 user ID's, not 5 concurrent logins.

And MS Office and other software must have a license for each user in the user list, even though not all will be using it concurrently. This is no different than installing it on four computers but claiming that you only need one license because only one person is likely to be using it at any given time.

The following is direct from the MS Office license:

Network use: You may also store or install a copy of the computer software portion of the software product on the computer to allow your other computers to use the software product over an internal network. However, you must acquire and dedicate a license for the software product for each computer on which the software product is to be used. A license for the software product may not be shared on different computers.

Still no free lunches. Our legal staff interprets the license agreement to require that we purchase licenses for the smaller of:
1. The maximum user limit of the Winframe server.
2. The maximum number of user ID's set up on the Winframe server.
(To be safe, we suggest using the Winframe user limit)

In other words, all software on the server must have a license for each user "seat", regardless of how many seats may or may not be in simultaneous use and regardless of whether or not some of the apps are EVER used by some of the seats. If the seat can use the app, there must be a license. Winframe can not be used to reduce the number of software licenses for a group of computers as compared to the number required if the computers were not networked.
