Bernie: There has to be more to the Arapaho powerplant thing in Denver last year. The way I understand it is they showed up at the site ready to go to work and then the contract was abruptly canceled. It was a demonstration contract, but I just can not imagine the owners not doing some research in advance to assure that it had a least a chance of working. Owners simply do not allow anyone to come in and install anything just as a test. Only were dumb owners would subject their plant to risks like that. I am surmising that the owners were fairly certain it would work and something else messed up the contract; especially since it was a "last minute" thing.
