Mark, COC is COC. I don't know of any law written or implied that states who can perform a COC. Granted Hewlett does have an interest in the success of the company but regardless of whether BD or Hewlett is performing a COC it all boils down to the knowledge and character of the person performing the work and their credibility. Just my thoughts.
