I don't see anything suspicious.

However, Pyng was halted on Friday, March 13, 1998.

The data you showed don't cover the period between March 5, 1998 and March 13, 1998.

Hence, you cannot say if there are shorts or not right now.

In a week or so, we will see the new short position calculation for VSE. Until then anything is just a speculation.
