Charters is British Isles Circa 1200. It is also French circa 1525 from the Book of Heraldry. Charters was a political name based on the Chartist movement that started really in 1150 with the Forest Charters and in earnest in 1500 in France.

Many French Charters left for Scotland and Ireland in 1589 with the Huegenot after St. Bartholomew's Day. There are Charters in enclaves in Scotland and Ireland, particularly West Scotland (Fyfe) and central Scotland, also Belfast. Two waves of Charters arrived in Canada, it is believed in the late 18th and early 19 century. They settled in southern Ontario and were Orange for the most part. Most are related.
Sir Robert Burns Charters may be a relative. One part of the clan is Jewish. Don't know how that happened but they are there.
