OK, here's a theory: The US is making huge payments or huge promises to Venezuela in return for Venezuela pumping as much oil as possible. What better way to pull the world economy out of the Asian funk than to reduce the cost of the fuel which drives that economy.

I don't believe this is the cause; I believe each country is doing what it feels is best for itself in the short-run -- i.e., micro-motives.
