Brokers are not allowed to SOES trade on their own behalf. They can enter SOES orders for clients however.

SOES was created for the public's benefit. Firms that have abused SOES by using it for their own accounts faced stiff penalties. NASD policy is if you want to become a SOES trader you must suspend your broker activities.
