It's an apples-to-oranges comparison on facility approval.

Viagra is a tablet, and MUSE is a novel
transurethral-suppository insertion device.

PFE has many decades of experience in manufacturing tablets
according to specs. VVUS has less than a year and a half of
experience in manufacturing MUSE. Chance of PFE being
unable to "make a good pill" is practically nil.
