I think you had better read that publication a little more carefully- it says FMV at the time you make the donation- there is a publication out that deals strictly with donations of capital assets such as property, equities, gold, etc. and the basis is specifically calculated at the time of contribution for equities-otherwise we would all be allowed to donate worthless securities at inflated purchase prices-call IRS and they will issue an opinion letter!
