First of all, I don't believe this for a minute. And also, we do not really have a budget surplus. If you look at the national debt (the only true indicator of the national budget shortfall), it is still being added to. All sorts of manipulations of the numbers (borrowing from this pot and moving to that pot) distorts the numbers. Look at the national debt to see the truth.
