38GHz Wireless Fiber

I'm doing a technology report in school on Winstar Communications and have not been able to find any details on their 38GHz Wireless Fiber. What exactly is this technology? microwave, satellite, RF, or something else? How does it work? Any web sites worth checking out that help explain the 38GHz Wireless Fiber?
