What part don't you understand? The company has no money, they have always had a hard time raising money. They blew their brains out going after the diamond property. Now they are stuck raising money any way they can, and if they can raise 210,000 dollars by giving away 1.4 shares they will jump at the chance. But then I guess it is better than going bankrupt.
