They claim it costs them between $5-10 million to light up a large city. They have lit up almost all townships around Seattle, for example, (expect 4 I think) at a cost of $5 million. However, then you have to factor in people's selling time, and the cost of greasing the right palms. I'm sure that adds up to quite a bit. On average, it's taking them 2 years to get clearance to get the required permission to hang their cellsites off lamposts. For CA, that's going to take a ton of cash and ton of time. Apparently, they need 4 units per sq mile.
