I agree.. This is wishful thinking..

One part of the statement says

"MCI is pleased to extend our relationship with Siemens,'' said Omar
Leeman, President, MCI Business Operations. ''This agreement reinforces
our eight-year
partnership that provides excellent value and quality communications to
thousands of customers.''

so it seems that they already had a working partnership before..
But I bet their were other companies bidding to work with MCI

Here is a possible fantasy
Osicom didn't announce partner with Siemens because Siemens used the partnership with Osicom as a bargaining chip(One of many--even I cannot think our company was any deciding factor) with MCI to get the agreement.

You said "MCI would want to test the product out"

But remember Worldcom and MCI and Brooks are the same company... We have already been "tested out" and we passed....
