Don't transfer shares it will take for ever. Try it this way. Probably won't work for an IRA account though.

Open your other account with whatever you can. As cash is available at AMTD request a check. Send the check to your new broker yourself. This may take a while to draw the account down, but you won't lose the ability to trade during the transfer time which could be a month or more. Plus you don't have to pay a transfer fee. Eventually leave AMTD with the 2000 minimum and keep the account open just in case your new broker pulls this same type of, well, well, no other word, crap.
