I do not think it is fair to calculate CVUS' license value directly and only as a function of prices paid for the surrounding New Jersey/New York countryside pops. Those countryside pops are less valuable than the more concentrated, cost-efficient city (PMSA) pops.

The valuation model that incorporates prices paid for actual (B block) PMSA spectrum more accurately describes the PMSA property in question.

Also, please note that there are 8.6m pops in CVUS' PMSA, not 8.5m, and that there are 16m shares out, not 17m.
