A couple points of fact:
1- The $5 million for seattle included everything, that was total cost.
2- No, you don't need 4 modems per square mile. You need less. For many areas (ie: most of the greater seattle area) the average is less than a modem per a square mile. For dense areas, it is more than a modem a square mile.
3- Seattle went from "announced" to "online" in about 14 months.
