Yes, it reflects changes in the % of companies that have filed the most recent SEC report. Ask IBD--they use SEC reports. Think about it--do you think fund managers are going to tell iBD on a weekly basis their positions, mainly of which they build over a period of months? No way. That information is completely unavailable on a weekly basis. You're just completely wrong--ask IBD.
