This procurement request seems to have very extensive, specific requirements. It's almost as if they are listing off the features of some machines that they ALREADY have:

- reads 2D bar codes
- captures applicant's signature

I would think it would be difficult for other vendors to develop these features if they didn't already have them.

Also the contract is "fixed price, indefinite delivery, indefinite quantity."

I wish I could make my purchases that way.
