A few citations from the SEC site appear below. I would
guess they're collecting input from all of the exchanges
before changing the rules. Unless the upcoming crash
makes such action moot.

The New York Stock Exchange filed a proposed rule change
(SR-NYSE-98-06) to amend Exchange Rule 80B (Trading Halts
Due to Extraordinary Market Volatility), concerning circuit
breakers and trading halts. Publication of the proposal
is expected in the Federal Register during the week of
