Dear Elliott:

Conceptually, a millimeter wave reflector works
exacly like a mirror. You want a reflection coefficient
which is as close to one (no loss) as possible.You
need also to orient the mirror so that the bounced
ray goes to the customer you want to serve.

I was not aware of the NYNEX going rate for rental
of its telephone poles, and you are right, they
are unlikely to be eager to rent their property to
a competitor that would offer CLEC services.
However, building owners in NY would probably be
more open minded.
