He's bearish over the next year or so because he sees stagnating revenues and earnings from Intel's core microprocessor business. This stage of Intel's history may be over but there is hope of a recovery in the post 2000 time frame if Merced turns out to be the blockbuster it's planned to be. The truth is that maybe Intel (and others) has ridden the PC wave as far as it can and now has to look at areas (such as servers) where it can add more value. Otherwise it will just become US Steel.
