I assume it is because of pressure to clean up their act. Our market has been like that for as long as I can remember. Our fledgling, and I consider somewhat crooked OTC market is like NAZ in the sense that MM's call the market and force purchasers to pay the ask, and sell the bid. The problem with that type of a system is that you get very little in the way of clues as to how much is really for sale or wanted, and what the real buyers or sellers are willing to pay. I think Naz started out that way, as a relatively insignificant market, however that has changed considerably. This effort will put them in absolute competition with NY, IMO, and perhaps prevent any bellweathers from switching allegiance and probably attract more business from funds who dislike having to deal with MM's. As I said before, services such as Instinet are somewhat of a threat as well.

Please bear in mind that most of this are my thoughts from the little I have read. As a rule I do not trade NASDAQ, or Toronto OTC.
