Yes, of course. It is very rare that even a sham company lies in SEC filings. They are almost always brutally honest.

Yes, it behaves much like an OTCBB penny stock. There is no rational basis for the share price. Usually these types of companies go bust, but Copytele has wisely decided not to waste money on things like R&D, production, and marketing, such costly efforts having been the downfall of so many fine companies.
