Are you referring to Canadian exchanges in general? There are many senior stocks listed on the TSE which are definitely not scary. Each province has a securities commission to govern stocks that are registered in that respective province. Reporting requirements are quite strict. In addition each exchange has its' own regulatory body to police the listed companies. I find that NASDAQ OTC BB and pink sheeted stocks are to be wary of. Seems like the reporting requirements are not too strict for these companies.
