I looked into SOES trading in Chicago and I don't know why anyone would do SOES now. I can't believe that these places want desk fees and $25 commissions and such when I can trade (I know, not as easily) upto 5000 shares through Waterhouse discount brokerage for $12. That is 1/4 of one penny per share versus over 2 cents per share with these SOES trading rooms. What a rip off. Furthermore, shorting stocks is difficult and the huge market makers will always beat us at this game. A much better route for me has been trading the E-Mini SP futures where liquidity is great, fills are within seconds and the margin is so much lower (around $2000 versus over $25,000 for these SOES guys). Wake up "stock" traders. Trade the index instead through the e--mini SP futures!
