The SEC has a website where you can read about
it's various functions of policing the activities
of stock trading, etc.

The title of one the pages on the site is:

"SEC Division of Enforcement Complaint Center"

Here is the URL:

sec.gov

On that page you will find an e-mail address where
you can send notification of suspected wrongdoings.
