Joe,
I believe you are right. I raised this question to DCI and was told that they are not using PLR at this time, but remain on good terms. At that time (not sure when) I believe the decision was made because the company seemed to be able to handle PR on their own and it was not worth keeping PLR on during all the quiet times.
