James, the Israel that's being referred to here is the spiritual Israel. In other words the true seed of Abraham.

Paul was talking to the church in Galatia which was a province of Rome. The purpose of the whole epistle was to eradicate the doctrinal errors which had been recently introduced by the hostile Judaizers and to urge the Galatian Christians to hold firmly to what they had been taught by Paul at the beginning.-Hebrew Greek Key Study Bible
Even as Abraham believed God, and it was accounted to him for righteousness
Know ye not that they which are of faith, the same are the children of Abraham.
Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy seed, which is Christ
The Jewish nation wrongfully believes that the promises were made to them only. This is false doctrine.
Jesus saith unto her, Woman, believe me, the hour cometh, when ye shall neither in this mountain, nor yet at Jerusalem, worship the Father...
