I do not think you are addressing the economies of scale with ADSL.
I believe (correct me if i am wrong) that with ADSL, special equipment is required per line at the central office. This is fine for a few lines wishing to upgrade but does not scale well for a large number of users. ISDN on the other hand may be expensive if a single user needs it since an ISDN switching card is required at the central office but is cheaper if more users sign up. So, it scales well.

Also, the problem with cable companies is not the media into the home but the network architecture was not designed to support virtual connections.
