LAWRENCE, you asked for information concerning Harvey Ambrose. I can inform you that I know him well after several private negotiations concerning other waste management projects with another client. I met him in his office a few years ago in Courtice, near Oshawa, Ontario. He is a very capable and shrewd businessman who has successfully developed his private companies over more than twenty years. He also has long-term contracts in hand for disposal of several hundred tons per day of sewage sludge and industrial sludges that he has been landspreading for many years. I am sure he is capable of developing the Oshawa and Niagara projects as a joint venture partner. Furthermore, I know the environmental permits are now in the final phase of review and believe he should have permits for both projects within the next month or two. I now believe with 95% probability that both projects will be in construction during the summer of 1998. Best regards, Cliff Maki
