I sent the following email to ITXC to find out how VocalTec would be effected by the the previous announcement that I posted. The following is the response of ITXC and my email.

Don, thanks for your interest. The announcement effects them because both ITXC and Delta 3 use VocalTec gateways. As each network obtains a bigger footprint and offers more to their customers, they will increase their traffic and shortly need more gateways.
