ITXC, Delta Three Agree to Create First IP Telephony Network of
Networks

Companies Will Cooperate on Standards, Enhanced Applications

NEW YORK/NORTH BRUNSWICK, N.J.--(BUSINESS WIRE)--March 24, 1998-- Delta Three and ITXC Corp.
Tuesday announced an agreement to share traffic between their networks in order to create an expanded footprint and a larger
worldwide network for customers of both companies.

Up until now, IP telephony networks have been ''islands'' on the Internet with no connection between them. The agreement is
the first of its kind to allow customers of one Voice Over the Internet Provider (VOIP) to take advantage of services provided
by other VOIP providers.

Delta Three operates the largest IP telephony network in the world. ITXC has agreements with numerous Internet Telephony
Service Providers who are preparing to affiliate with its WWeXchange Service, which will begin revenue service in April.

Hillary Mine of Probe Research commented that the ''Interoperability between ITSPs is a pre-requisite for true mass market
voice over IP. This arrangement will give both companies a boost by significantly increasing the footprints of each network and
thereby making them both competitive with the circuit switch network.''

''This peering agreement is very important for the development of IP telephony,'' said Jeff Pulver, president of Pulver.com. ''It
is a milestone in the industry when two major providers can agree that interoperability is in the best interest of everybody's
customers.''

Both companies are already actively working with industry bodies who are developing standards for IP telephony. Under this
agreement they will coordinate their standards activities. The companies expect this coordination to result in faster
implementation of industry standards. The implementation of these standards will result in more options for the customer.

ITXC and Delta Three will also collaborate on the deployment of enhanced applications both for Phone-to-Phone and
PC-to-Phone users. Enhanced services are expected to increasingly differentiate IP telephony from current services using
traditional circuit-switched telephone networks.

''Delta Three is pleased to make its large and growing network available to Internet Telephony Service Providers and other call
originators who are customers of ITXC's WWeXchange Service,'' said Elie C. Wurtman, president and CEO of Delta Three.

''Delta Three will provide ITXC with the ability to route traffic over the Delta Three Global Network. At the same time, we can
route traffic through WWeXchange Service to locations where we don't have facilities of our own.''

ITXC Corp. was founded in 1997 by Tom Evslin, formerly V.P. in charge of AT&T WorldNet(SM) Service. The company,
whose name stands for Internet Telephony eXchange Carrier, provides wholesale services to the new Internet telephony

These services include: network development and oversight, routing, authorization, settlement, and call detail record processing.
