Actually, this is the time to do EXACTLY THE OPPOSITE!

With interest rates LOW, Intel would do well to RAISE CASH - borrow at these low rates, sell bonds or subordinated convertible debentures, etc.

Then when interest rates rise, Intel will have all that cheap money (additional money, actually) that they can put to work while others are unable to raise cash or have to pay high interest rates to do so.
