I do not want to dial in to their proprietary network for bill payment. Is there any web based service that I can use for bill payment to let CKFR count me as a customer?

You would actually be dialing into CheckFree's network, which they actually rent from CompuServe Nework Services. And it should only cost you $6, not $10.

Call CheckFree, they'll find you the cheapest option with CKFR directly or through your bank.
