I am obviously glad to see you long and concur with your evaluation of the situation. The forthcoming ruling will admit either 8 or 11 submissions. The only thing I would add is that in either case, whether 8 or 11 are admitted, the effective result is the same. If only 8, the remaining 3 will depend on the final outcome of the admitted 8. Basically the two scenarios are identical as far as KRY is concerned. Ciao.
