Steve, Spanish won't do.. The language
of Brazil is Portuguese.

Addressing your question: the article says that
investors interested in buying the privatized
companies complained about costs to renewing
the contracts, rules about rates decreases due
to productivity gains, and the mandatory insurance
for the whole privatized plant.
France Telecom's president quoted as saying
"seems like they are putting restrictions on
the lucrativity". The contracts, to be signed
next month, are valid till Dec 31, 2005. Then,
there's a 2% tariff of the net earnings due to
the (brazilian) government.
