For a moment, put yourself in Jobs shoes and mental framework.

If Apple's recovery was as spectacular as Phil thinks it'll be then there would be nothing stopping him from taking the CEO position and all the credit, to the benefit of his big ego.

If he is still hesitant is because he must see big hazards ahead.
