But beyond that, Behr and other developers contend that Microsoft more often veers away from the standards than Netscape. "While Microsoft will say in public, 'Oh, yes, we want to maintain standards,' in fact they will make small changes in tags that create problems when a site is viewed in (Netscape) Communicator," she says.
