Perhaps they believe that new contracts are things which should be happening in the ordinary course of business and are therefore not 'news'. Perhaps if every new contract was 'news', it would not say much for the company. Kinda like congratulating someone for something that he or she was supposed to do anyway -that might indicate that one did not really have a high expectation of accomplishment.
