From what I have gleaned from watching CNBC, these program buy/sell's hit when points are passed, like this week I heard Mark in the morning mention that the futures were at a point where there would be a buy program triggered at the open..

Now the points at which the programs are set in, thats another story that only a select few may be able to track or know, and I bet they fluctuate as per the desired outcome for the day.. I am sure there are times that one day a program would be tripped and another it wouldnt be, like that good old manipulation theory we discuss...

It is the end of the Q, so maybe there is conservation going on as to the number of buy programs to go in effect.. I dunno it is congecture but there may be legs to the theory..
