Also from 10-K "The effective rates for 1997 and 1996 are less than the combined federal and state statutory rate primarily due to tax credits and foreign taxes. " In addition to parking profits offshore in low tax jurisdictions, it looks like a foreign tax credit carryforward was used. Research and experimentation credit also helped.
