You cropped off half of my sentence and changed the meaning. I wrote:

I don't think the conditions are right for money to leave the market entirely and it is highly unlikely that we will have a bear market in the U.S.

That doesn't mean never; it means now. Sorry if I wasn't clear.

Every day, some stocks are up and some are down. Some stocks outperform the major averages and some underperform them. I don't think it's a good idea to be in cash because one can almost always find stocks that look good. I have used this style for many years and have managed to make money even during periods when the market averages were down.
