That's true when the downsizing or reorg is internal but not necessarily when it is done from outside. CPQ's emphasis after the Tandem reorg seems to have been aimed at keeping the technical people happy and productive. Compaq has a lot of senior execs (Rose, Pesatori, Nist, and a bunch of others) who came from digital and will be harder for the current digital management to fool...
