It is not free. It is on a monthly subscription basis.(basic service fee
line on your phone bill) Approx $15-20/month. (a la your internet connection). This model is forever. Consumer resistance to changing it is so fierce that no company is even contemplating a successful change.

To say LU's switches especially with their recent advancements
are legacy h.w would be to beguiled and get ahead of ourselves
with this vision of IP telephony. (equivalent to IBM's mainframes
are dead being chorused 2-5 years ago). Their CO switch business will grow at least 25% a year for the next several years. Plus there is
international growth. Plus it is very profitable :-)

Currently DLGC has already caught up with NMSS Fusion IP
Telephony architecture and AG boards with their DM3 IP Link.
Can NMSS sustain its market leadership in just one niche
when DLGC is the market leader in all other segments of CTI?
Long term in my opinion the answer is No.
