Saying that IBM displays a lack of foresight in DUV would not be
correct. They did most of the pioneering work in DUV. They invented
deep UV photoresist and were probably the first company to put
DUV into mass production on their DRAM line many years ago.

Both companies have been making large investments in DUV while keeping
up their long range work in X-Ray.
