That sounds about right as those do seem to be the most common directions to the project. I guess what got me confused was a paragraph in the stocks4tomorrow article that reads as follows.

The planned site for SPORTSWORLD 2000 is a 405 acre site on I-4 which has 30 million vehicles traveling by the property annually and is one exit from Disney's newest project called Celebration. All zoning and approval for the Development of Regional Impact are in place. The first phase is already built which includes the 8,200 seat stadium which is considered to be the finest spring training facility in baseball and is the home of the Kansas City Royals, 4 practice fields, a 1,700 seat stadium, indoor practice facilities, a 200 bed dormitory, satellite uplink dish and a FCC licensed broadcast facility. Phase one also includes a 60,000 square foot building which houses the two IMAX theaters, restaurant/bar, retail store and office space. This building will house the sports themed restaurant and bar as well as the SPORTSWORLD Hall of Fame.

I wish we had a way of knowing how much of that article is still accurate, that would answer a lot of questions.
