I don't feel that I am comletely qualified to answer this question with any real certain. My information and knowledge is sketchy and not complete.

(also.. sorry part #2 of my question:)

is there any limits on short availability?

The limit is theoretically the number of outstanding shares. In practice, you have to physically borrow them from someone in order to short them. Brokerage firms do this by first looking in house to see if any one has shares in street name and in their margin account. If none available in house, they go out to other firms and try to borrow it from one of their customers.
