Rambus licenses its RAM memory BUS architecture to RAM memory makers. The memory makers then do the rest of the blueprints. They may then do the fab themselves, or farm it out.

I think most Ram makers do the fabrication themselves, cause the memory design part of the gig (other than the Rambus memory addressing / interfacing part of it) is pretty low value added.

Fabless chip makers tend to be more in the logic devices area, where there is some hefty design content to the chip.
