Document your conversations, by keeping a log, like today, date, time, who you talked to and what they said. More detail the better. So far I'm not sure what a lawyer could do for you out there, but then that's CA, so maybe there is something. I don't know. But I think you have a few things you can do on your own until you have to start paying a lawyer. Do you have an "Ask so an so" column in one of the newspapers, or is there a spotlight team out of one of the tv stations there? You know they might offer you some suggestions even if they don't air your story. At the very least maybe a direction you can go. Ultimately the more time you cost them (the squeeky wheel thing) the greater the odds they will do something. They are a business and as long as it is cheaper to do nothing they will. Like video something and then have the cops come over and show them. It's too bad your neighbors don't share your concerns. A wild idea maybe, but your neighbor said something about leasing the use of it? Can you do that for your piece and then fence it yourself? Then post it yourself. Maybe not practical. But a thought.
